I have the honour to refer to your despatch Secret (2) of the 16th May 1940 forwarding the Annual Report for the year ending 31st March 1940 on the Hong Kong Royal Naval Volunteer Reserve, and the Hong Kong Naval Volunteer Force, together with the comments thereon of Commodore A.M. Peters, D.S.C., R.N., and to express regret that no earlier reply has been returned to your despatch.
